Current Budget CrisisBecause of the present budget crisis we are in, TAAACC advocate for a more balanced approach versus the just cut mentality. We are suggesting that we cannot balance the budget through cuts along without damaging our economy and thus our future. We should look at least to using some of our “Rainy Day Fund” and adding new revenues through selected fees and selected taxes. Having higher unemployment is not the answer, thus killing the present soft economic recovery.Economic DevelopmentTexas Association of African American Chambers of Commerce supports the development of a Community Re-Investment ACT for the insurance industry: .Low income areas are red lined through rate structure by the industry. For example, property insurance in redeveloping areas are too high, thus it is a detriment to community re-investment.Supports continued us of a locally half cent sales tax collection by cities to fund economic development efforts.{{more}}Supports increased funding for the skills Development Program and maintaining funds at the Texas Workforce Commission to improve workforce training.Supports the Texas Works study done by Comptroller Susan Combs to hire outside contractors on a pay for performance basis to assist in efforts to detect and remedy unemployment benefits fraud.Maintain franchise tax relief for small business.HealthSupport legislation that will explore ways to reduce the high cost of health insurance through the Texas Health Insurance Risk Pool.Support ways and means to reduce the cost of health insurance by letting aggregation of classes of clients to happen .Support Legislation and appropriations to expand the educational pipeline for physicians, nurses, physician assistants and other health care professionals by public colleges and universities.HealthSupport merit selection and non-partisan retention election of qualified jurist.TransportationSupport for the Texas Department of transportation notwithstanding sunset staff review recommendations that hold the agency accountable for financial management and performance, as well as, insist on modernization of TXDOT.
